The Plan, for the first time time, envisages faster growth in primary, community and mental health care investment than that of overall NHS budget with a £4.5 billion funding boost.

Described as a blueprint to make the NHS fit for the future, as part of the plan there is a pledge to spend an extra £4bn a year on a range of measures, from improving neonatal care to transforming mental health provision.

The Portman Group said over the weekend that new "alcohol care teams" would prove more effective and cost efficient than a catch-all measure. "In addition, better care and support for people living with heart failure will significantly improve quality of life for many".

Patients are to be given the option of "digital first" primary care as part of the new NHS Long Term Plan, published today by the Department of Health and Social Care (DHSC).

She said: "We welcome the increased focus and funding for community health services and mental health".

The NHS long-term plan involves greater use of high-tech treatments and diagnostic testing and could prevent 150,000 heart attacks, strokes and dementia cases.

Next, the principle is that organisations across the NHS, local councils, innovators, and the voluntary sector, will all work more closely together so that they can focus on what patients need.

Ahead of the launch of the plan, Health and Social Care Secretary Matt Hancock said: "We need to see a big shift in the way that health services are delivered so that essentially we focus on prevention as much as we do on cure".

However, experts have criticised the new plan, saying it failed to address the "harsh realities" caused by difficulties in recruitment and increased pressure on staff.
