Level talks underway to prep inter-Korean summit

North and South Korea have opened a liaison office on the North's side of the heavily militarised border to facilitate better communication and exchanges ahead of their leaders' summit in Pyongyang next week. During the war, it was used for truce negotiations, so escaped the bombing which leveled most of North Korea.

At the September 5 meeting with Moon's envoys, Kim voiced hope that denuclearization of the Korean Peninsula will take place during Trump's current term in office through January 2021, South Korean officials said.

National Security Adviser John Bolton, Trump's brains on foreign policy, said Monday that it is "entirely possible" for the president and Kim to have a second meeting by the end of the year following their historic summit in June in Singapore.

"The liaison office will become a round-the-clock consultation and communication channel for advancing inter-Korean relations, easing military tensions and establishing peace on the Korean Peninsula", the ministry said earlier.

Mr Moon, who has positioned himself as a mediator between Mr Trump and Mr Kim, will seek to inject new energy into stalled US-North Korea nuclear talks when he meets Mr Kim on Tuesday in Pyongyang, analysts say.

"One of the roles we should play in the middle is to find the point of contact and present it, and expedite dialogue again to accelerate the denuclearisation process".

For Friday's meeting, Kim Sang-gyun, a National Intelligence Service senior official who visited Pyongyang on September 5, led the South Korean delegation to the working-level talks.

The report said Pyongyang did not suspend its nuclear and missile programs and that it was a violation of United Nations sanctions on export.

Trump thanked Kim on Twitter, saying, "This is a big and very positive statement from North Korea". The North's official has not been named yet.
