Documents show FEMA money used to fund ICE detention centers

It shows the money came from FEMA's operational account.

Yoder's campaign says that the $10 million transferred from FEMA was not money that could be spent on disaster relief or preparations. ICE is an agency within that department, as is FEMA.

"If the Congress approves the request, ICE would have the funding for operations necessary to support and increase staffing and operations as the DHS secretary determines to be appropriate", Katie Waldman, a spokesperson for Department of Homeland Security (DHS) said in a statement. "DHS/FEMA stand fiscally and operationally ready to support current and future response and recovery needs".

Merkley posted a Transfer/Reprogramming document from DHS that shows $9,755,303 from FEMA to ICE out of FEMA's almost $1 billion operating budget.

In the request, immigration officials said they need the extra money to cover rising costs associated with arrests and deportations.

The Oregon Democrat first discussed the DHS report on MSNBC's "The Rachel Maddow Show" on Tuesday evening.

Numerous transfers came from key national security programs, including $1.8 million from the Domestic Nuclear Detection Office, $9.8 million from FEMA, $29 million from the U.S. Coast Guard and more than $34 million from several TSA programs.

Merkley said the money is desperately needed in case the U.S.is hit as hard as it was a year ago by hurricanes.

Additionally, Hurricane Harvey struck Texas in August and Hurricane Irma struck Florida in September, leaving FEMA stretched thin. He linked the transfer of funds to the zero-tolerance policy announced by Attorney General Jeff Sessions in May.

The precise timing of the reallocation is unclear, as the document, which refers to Fiscal Year 2018, does not include an exact date. "It has been no secret that President Trump's obsession with his wall, mass deportation and indiscriminate detention of children comes at a hefty price.and now our Eastern Coast is left even more vulnerable in the path of Hurricane Florence".

Hurricane Florence is expected to make landfall in the Carolinas late Thursday or Friday, potentially as a Category 4 storm.

But while FEMA officials issued dire warnings about the days ahead, President Donald Trump insisted-despite what Merkley's documents show-that the White House is "sparing no expense" and is "totally prepared" for the storm.
