That's because the weather systems that usually push and pull a storm are disappearing as Florence nears land around the border between North and SC.

Hurricane warnings are in effect for the South Santee River in SC to Duck, North Carolina, and Albemarle and Pamlico sounds. It urged residents to heed evacuation orders.

The precipitation from Florence will start midday Thursday and then it will rain for four days, said CNN Meteorologist Tom Sater.More than 1 million people are under mandatory evacuations in Virginia and the Carolinas, where up to 40 inches of rain could fall. The governor added that a million or more people could be evacuated before the storm makes landfall. Flash floods will be a major problem for some areas, and the overall flooding could be catastrophic. "The combination of a unsafe storm surge and the tide will cause normally dry areas near the coast to be flooded by rising waters moving inland from the shoreline".

Weather Underground meteorology director Jeff Masters said Florence eventually could strike as merely a Category 1 hurricane with winds less than 100 miles per hour (160 kph), but that's still enough to cause at least $1 billion in damage. Forecasters say that the same type of storm surge expected earlier should still be expected.

The first large power outage in the Wilmington area also occurred Thursday morning, with the Duke outage map showing almost 1,400 customers in the Acme-Delco area of Columbus County and northwest Brunswick County without power. The good news is that scientists are getting better at predicting when torrential downpours will hit and residents of the Carolinas and Virginia located in the path of the storm have plenty of time to evacuate.

NHC tropical cyclone forecast track for Hurricane Florence 11 a.m. EDT Thursday. That puts it at the upper range of Category 2 storms, which have winds from 96 to 110 miles per hour.
