France, Germany vow to boost European Union defense and security

Merkel, widely viewed as a leader of liberal forces in Europe, is insisting on finding a wider European solution for the issue of immigration. The AfD that swept into Parliament previous year on a wave of anti-migrant sentiment is staging a march Sunday through the heart of Berlin to protest against the government. Such a direct challenge to Merkel would force her to fire Interior Minister Horst Seehofer, a Bavarian who has always been a thorn in her side on migrant policy.

The CSU's top priority is a hard October state election in Bavaria in which it is trying to tamp down support for the anti-migration Alternative for Germany party.

Merkel, arguing that the issue must be resolved at the European Union level, has pledged to reach deals with transit and arrival countries in the narrow two-week window ending with the Brussels summit.

She has pledged instead to seek bilateral agreements with arrival and transit countries and a wider solution by the European Union, which holds its next summit on June 28-29, while admitting that this plan is "ambitious".

Merkel told reporters she was still convinced that Europe needed to work together to combat the causes of the refugee flow by helping improve conditions in the countries of origin while at the same time increasing security at Europe's outer borders and cracking down on smugglers. She has also called for a "national effort" to ensure that rejected asylum-seekers leave Germany.

Seehofer said his party was keen to find a way to limit the number of asylum seekers arriving in Germany. Seehofer told Bild am Sonntag newspaper: "No one in the CSU has an interest in bringing down the chancellor, to break up the CDU/CSU parliamentary alliance or to blow up the coalition". His party holds a leadership meeting Monday which could authorize Seehofer to push through his demand. But "we want finally to have a sustainable solution for turning back refugees at our borders".

But Mrs Merkel opposed to this move, claiming Germany will follow the EU's immigration laws.

Whichever option he chooses, the ball will land in Merkel's court.

And countries such as Hungary and Poland have either refused outright or resisted taking in refugees under an European Union quota system that has essentially floundered.

A populist-far right government in place in Italy, as well as the conservative-far right in power in neighbouring Austria, have also taken an uncompromising stance on immigration.

"Our aim remains a European answer to this challenge", Merkel said, following a day-long meeting at the official government retreat of Meseberg near Berlin.
