Trump claims Federal Bureau of Investigation 'plotting' though report found no bias

It criticized the FBI and former director James Comey personally but did not find evidence that political bias tainted the investigation in the months and days leading up to Trump's election.

Not much else is known about Horowitz's review, though in March, the inspector general's office said it "will consider including other issues that may arise during the course of the review" if circumstances warrant.

The IG report cited repeated examples of intense partisan political bias among key FBI executives on the email investigation but concluded that "We did not find documentary or testimonial evidence that improper considerations, including political bias, directly affected the specific investigative decisions".

Giuliani on Fox News Friday morning went so far as to suggest that both Attorney General Jeff Sessions and Deputy Attorney General Rod Rosenstein should say "enough is enough" and should "turn to investigate the corrupt investigators and clean up the Federal Bureau of Investigation". "I mean, there was total bias", Trump said of the report in an interview on the White House lawn.

The report was particularly critical of Mr Strzok, the lead agent in the Clinton probe, saying he showed anti-Trump bias that could have affected his thinking on the case during the immediate run-up to the 2016 election.

By Trump's own "partisanship equals bias" logic, these people should be helping him rather than investigating him.

Trump's lawyers will argue that the report's criticism of Comey makes it clear the President fired him for the right reasons - and the decision was not part of an effort to obstruct justice.

"No. No he won't".

Clinton supporters believe Comeys actions, far from hurting Trump, may well have torpedoed her chance of becoming president.

Much of the public attention has been focused on Peter Strzok, a seasoned FBI counterintelligence investigator who worked the Clinton investigation and was later on Mueller's team until anti-Trump text messages with an FBI lawyer, Lisa Page, were discovered and brought to the special counsel's attention. "Doesn't get any lower than that!"

"If you read the IG report, I've been totally exonerated", Trump said, responding to questions from reporters later Friday morning.

The inspector general's report said that exchange "is not only indicative of a biased state of mind but, even more seriously, implies a willingness to take official action to impact the presidential candidate's electoral prospects".

Trump's attorneys huddled for several hours with the President Thursday to plan their next moves as they prepare to meet with special counsel Robert Mueller's team in the near future.

FBI Director Christopher Wray said that "conduct in the report" had already been referred to the department's disciplinary arm, but he would not say which employees had been referred or for what conduct. "What I am going to do is talk about the opinions that I think matter".
