They were among 43 Russians who had appealed against life bans imposed by the International Olympic Committee after they were disqualified from the 2014 Sochi Olympics for benefitting from a system of state-backed doping put in place for the Games.

There will be Russian athletes in Pyeongchang, competing under the Olympic flag and with the Olympic anthem played.

The International Olympic Committee, however, stated that doping-free athletes from Russian Federation might go to the 2018 Olympic Games under the classification of neutral athletes, or the OAR status, which stands for 'Olympic Athlete from Russian Federation'.

The United States, with 242, will have the biggest team in South Korea, followed by Canada (225).

"I want to make it clear that absence of sanction by CAS does not mean you are entitled to receive invitation by the IOC", Bach said.

The Sunday Times made allegations concerning the extent of blood doping in cross-country skiing on Sunday. Bach said in December that the medals these athletes had received would be reallocated to other athletes during the upcoming Pyeongchang games.

The executive board will also examine the presence of North Korea at the Games, their first participation in a Winter Olympics since 2010.
