Mr Duterte is due to hold bilateral talks with US President Donald Trump in the Philippines in the coming days - the first meeting between the pair.

Asking why Ms Callamard was not more concerned with bombings and violence in the Middle East, Mr Duterte added: "What have you been doing all the time?"

His new spokesman, Harry Roque, indicated that may be the case with his stabbing-to-death claim. "I said, just because it happened 40 years ago, it happened 100 years ago - when it was wrong then, it is definitely still wrong now", he said here the other night.

The Tom Lantos Human Rights Commission in July conducted a hearing into the Philippines' war on drugs, where human rights organizations urged the Philippine government to uphold the rule of law and respect human rights in its campaign.

Ms Callamard has called for the establishment of a "strong independent human rights institution" in the Philippines and criticised the Mr Duterte's drug policy. "That's not so easy", Duterte told Putin.

"Let us investigate all violations of human rights committed by all governments", he said, specifically naming the United States, France and Russian Federation. "So let's have a summit of how we can protect the human rights for all the human race", Duterte said.
