Law enforcement is also looking into whether Paddock rented several units in a high-rise building overlooking another music festival held the weekend before he carried out the attack on the Route 91 Harvest Festival.

Paddock, who lived in Mesquite, Nevada, fired on the crowd of 22,000 for about 10 minutes, and killed himself as police closed in on him, authorities have said. From the first shots that rang out, it took officers 75 minutes to find Paddock dead in his room.

Paddock had 1,600 rounds of ammunition in his vehicle, along with fertilizer that can be used to make explosives and 50 pounds of Tannerite, a substance used in explosive rifle targets. "We always work with our federal, state and local partners to ensure the safety of the public and continue to do so", Shaw said in a statement.

Police also say Paddock may have planned to escape the scene.

Sheriff Joseph Lombardo said the gunman would have had to be a "superhero" to have pulled off the massacre alone.
