HOW THEY VOTED: NY Republicans support, Democrats oppose 20-week abortion ban

White House officials sent lawmakers a letter saying the measure "would help to facilitate the culture of life to which our nation aspires".

The statement also claims "the bill would promote a science-based approach to unborn life, as recent advancements have revealed that the physical structures necessary to experience pain are developed within 20 weeks of fertilization". The Centers for Disease Control and Prevention reported that 91.6% of abortions in the 2013 were performed in the first 13 weeks of pregnancy, compared to 1.3% of those performed after 20 weeks.

When unborn children are operated on, "fetal anesthesia is routinely administered and is associated with a decrease in stress hormones compared to their level when painful stimuli are applied without such anesthesia", the bill explains.

The national pro-life group Susan B. Anthony List (SBA List) also spoke in favor of the ban.

House debate came a week after the collapse of a GOP effort to repeal much of President Barack Obama's healthcare law.

Steenkamp's family also said they were not consulted before the movie was produced. "We will be taking legal action", they said. In a statement released to the media‚ the Steenkamp family slammed reports that they had given their stamp of approval.

The United States is now one out of only 7 countries that allow elective abortions after 20 weeks according to the statement. This bill, which the President has promised to sign, would get us out of that disgraceful club and bring our laws into line with basic human decency.

"T$3 here's nearly no difference between killing a baby accidentally born alive in a late-term abortion, as Gosnell stands accused of, and killing the same baby in the womb, as more skilled doctors can do", wrote liberal, pro-choice Bloomberg columnist Margaret Carlson. "We do not believe that a 20-week fetus can perceive pain".

"I can say without a shadow of a doubt that we made the right decision for our family - and that our government has absolutely no place in the anguish which accompanies a late-term abortion, except to ensure that women and their families have the right to make their choice safely and privately", she added.

This hasn't stopped the GOP from introducing similar legislation in the past. The partial-birth abortion ban took a long time to get passed and ultimately enacted. Dr. LeRoy Carhart says he will perform "purely elective" abortions 28 weeks into pregnancy. "Women making these hard decisions need medical professionals, not tone deaf legislation".

The possibility that a fetus can experience pain from an abortion after 20 weeks should encourage support for this bill, even among those who would otherwise support abortion. 60 votes would be required to adopt the bill, but Republicans have a 52-48 majority. "This risky, out-of-touch legislation is nothing more than yet another attempt to restrict women's access to safe, legal abortion", said the organization on its website.

The White House is now investigating email practices of several top officials after the revelation of Kushner's account. The outlet also says the family shared the account with household staff for scheduling purposes.

Democrats rejected that. The American Congress of Obstetricians and Gynecologists has said fetuses can not experience pain before at least 24 weeks of development.

The 20-week ban now proceeds to the Senate, which blocked it in 2015. "They will stand with Virginia women against these attacks on our rights and health". Initially, Democrats proposed a pretty comprehensive health care program for all U.S. citizens. "There's no medical issue in whether she's handed the pill at a pharmacy or at a clinic".

At 20 weeks, the pre-born baby is roughly the size of a small cantaloupe.

Permits a physician to terminate a pregnancy under such an exception only in the manner that provides the best opportunity for the unborn child to survive.

The statement, however, conflicts with studies that point to a common cutoff period extending after 20 weeks.
