Earlier in the day nearly all leading newspapers in the state had carried huge advertisements announcing the proposed inauguration of the project by Kumar and the state's water resources and irrigation minister Rajiv Ranjan Singh "Lallan".

The breach, officials said, occurred around 5:30 pm on Tuesday when parts of the elevated canal built over a road collapsed when water was "pumped into the canal on a trial basis prior to the inaugural function".

The Rs 389 crore project, which was started in 1977 with a cost of Rs 13.88 cr, had been a story of neglect by successive governments.

"Due to breach in the canal water has entered into some parts of the NTPC", Vishwanath Chandan, PRO of NTPC told local journalists. He also held his department responsible, saying officials should have spotted the fault and fixed it before the trials being run for the past month.
