North Korea May Fire Another ICBM This Weekend, South Warns

Putin's comments went even further than the Chinese government, which called President Trump's threat of cutting off all countries that trade with North Korea "unacceptable" but said further sanctions would be debated at the U.N. Security Council.

President Moon Jae-in, meanwhile, pressed his case on the diplomatic front, holding separate meetings in Russia with Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin.

Speaking after the talks with the visiting South Korean president, Putin in televised remarks urged North Korea's neighbors to support the Russian-Chinese roadmap.

Mattis and South Korean Defense Minister Song Young-moo spoke on Tuesday, and the U.S. Defense Department said in a statement Wednesday that Mattis made clear that any threat to the U.S. and its allies would be met "with a massive, effective and overwhelming military response".

"I ask Russian Federation to actively cooperate as this time it is inevitable that North Korea's oil supply should be cut at the least", Moon told Putin, according to a readout from a South Korean official. Indeed, the USSR was the major ally of North Korea up to and including the Korean War, and the PRC only became involved in the Korean War when it appeared as though an existential threat existed with USA forces crossing the Yalu River and threatening nuclear war against the PRC.

A "second Silk Road" across the North of Eurasia (through Russia) would limit the PRC's control of the Continent, and would provide a major boost for the Russian, North Korean, South Korean, Japanese, and possibly the Republic of China (ROC: Taiwan) economies.

Yesterday the USA envoy to the United Nations said North Korean leader Kim Jong-un was "begging for war".

Putin apparently refused to offer any immediate response, only saying the North Korean nuclear issue must be resolved diplomatically.

Kim, a third-generation dictator in his 30s, has conducted four of North Korea's six nuclear tests since taking power in 2011.

Meanwhile the European Union said it is preparing to boost its own sanctions against North Korea, as part of global efforts to punish the rogue state.

That rollout was "temporarily" completed on Thursday, a spokesman for South Korea's defence ministry said, adding it was necessary to counter increased threats from North Korea. Two launchers and a powerful radar are already in place at the site as part of the U.S. Terminal High Altitude Area Defence (THAAD) system.

President Donald Trump has urged China , North Korea's biggest ally and trading partner, to do more to rein in its neighbor. It was not known if China would support the tough new moves against Pyongyang.


The Russian leader criticized sanctions as "useless and ineffective", instead urging the worldwide community to offer security guarantees to North Korea.

Putin said that given the North Korean leadership's determination to acquire weapons of mass destruction, he doubted whether sanctions would have any deterrent effect.

"It would be extremely hard to advance the situation at hand without political and diplomatic instruments", he said.

US officials, keenly aware of Korean sensitivities while not openly deriding Trump's "appeasement" tweet, dissociate themselves with off-record comments like, "You know how he is ... he doesn't always mean what he says ... don't take him literally". The North says it detonated a hydrogen bomb in its sixth nuclear test on Sunday.

After Putin and Abe finished talks, there was little sign that the two leaders had drawn closer.
