Neither city has suffered a major hurricane in almost a century.

While Harvey dawdled for several days over southeast Texas, dumping as much as 30 to 50 inches of rain in the Houston area, including a US continental record rainfall of 51.88 inches at Cedar Bayou, inland wind gusts were not as strong as those generated by Hurricane Irma.

At least three people in the state were killed by the storm. It struck the island as a Category 5 storm and moved away as a Category 3.

The scene in Jacksonville was a culmination of Irma's rampage across the state, beginning with its first landfall on Sunday in Cudjoe Key.

But not much news has emerged since Irma reached Cuba.
