James Comey Prepared Statement 'Exonerating' Hillary Clinton Before Emails Investigation Ended

Their problem? Comey did not recommend the Justice Dept. prosecute Hillary Clinton for her handling of State Dept. emails and for using a private email server, and - they claim - drafted a letter to that effect weeks before the investigation had concluded.

'It is unclear whether the FBI agents actually investigating the case were aware that Mr. Comey had already decided on the investigation's outcome while their work was ongoing, ' they said.

Comey had made the decision as early as April and even had a draft memo which he circulated around inside the department. "The outcome of an investigation should not be prejudged while FBI agents are still hard at work trying to gather the facts", the letter, signed by Chairman Chuck Grassley and Committee member Lindsey Graham states.

'Conclusion first, fact-gathering second-that's no way to run an investigation.

The FBI refused to turn over documents related to its investigation into former Secretary of State Hillary Clinton's emails, citing a lack of public interest to justify denying a FOIA request for the records.

Asked on Thursday about the details in the Senate Judiciary Committee letter, White House Press Secretary Sarah Huckabee Sanders told reporters she did not think Trump knew about the information, but that the findings would probably further solidify his decision to fire Comey.

Grassley and Graham say they learned of the conversations through an Office of Special Counsel (OSC) review of Comey that had been requested by Democrats.

At that point the Federal Bureau of Investigation had yet to interview Clinton as well as several other important witnesses, including Cheryl Mills, a senior aide to Clinton, Bryan Pagliano, a former tech aide to Clinton, and Hannah Richert, a staffer at the Clinton Presidential Center, to name a few.

Mrs. Clinton, is the 2016 Democratic presidential nominee, former chief diplomat, former US senator, and former first lady of both the USA and Arkansas.

Comey ultimately let Clinton off the hook, despite a charge that she mishandled classified information.

Trump fired Comey on May 9.

The investigative agency spoke to James Rybicki, Comey's chief of staff, and Trisha Anderson, the principal deputy general counsel of National Security and Cyberlaw, before it terminated its probe.

But the letter asks that by September 13, Wray provide the committee with Comey's statement, from original draft through final version, as well as other information on records on the Clinton investigation and a now closed Hatch Act investigation of Comey. Clevenger pondered rhetorically in an interview with the Times. "And then I believe it was in early May of 2016 that the director himself wrote a draft of that statement".

Graham and Grassley included those portions of the transcripts in their letter to Wray.
