Korean foreign ministers hold meeting at ASEAN Forum in Manila

China's foreign minister said on Sunday it would be not be easy to restart six-party talks about North Korea's nuclear programme and missile tests, but dialogue was necessary and all sides should work towards that goal.

China has realised that nuclear-armed North Korea is becoming a greater threat to its security and is working to address the challenge posed by Pyongyang, a top United States official has said.

Just hours before the meetings were due to start, the UN Security Council voted unanimously to back a US-drafted resolution to dramatically tighten the existing sanctions targeting North Korea. She says the USA rejects any "moral equivalency" implied by that proposal.

The resolution imposed a full ban on exports of coal, iron and iron ore, lead and lead ore as well as fish and seafood by the cash-starved state - stripping North Korea of a third of its export earnings estimated at $3 billion per year.

USA envoy to the UN Nikki Haley earlier said North Korea was facing "the most stringent set of sanctions on any country in a generation". He says he told Ri "do not violate the United Nations decision or provoke the global community's goodwill by conducting missile launches or nuclear tests".

Included in this week's new sanctions against the communist country, which was signed off by U.S. president Donald Trump, was a travel ban.

Having reaffirmed the UN's previous stance on the issue, the global body further sanctioned several of North Korea's exports. The diplomat estimated $251 million in coal exports would be shut off along with $295 million estimated in seafood sales.

Lt. Gen. H.R. McMaster, President Trump's national security adviser, said in an interview Saturday on MSNBC that a military option was still under consideration for dealing with the North Korean threat, but that the United States and its allies wanted first to exhaust all other options to resolve the standoff with Pyongyang peacefully.
