China urges N. Korea not to conduct missile, nuclear tests

Mr. Tillerson is present in the capital of the philippines ahead of a regional forum of the Association of nations of South-East asian nations (Asean), but the spotlight will be turned on its head-to-head with the competing great powers, Russian Federation and China.

Chinese Foreign Minister Wang Yi has urged North Korea to abide by United Nations resolutions and stop provoking "the worldwide community's goodwill" with missile launches and nuclear tests.

South Korea's foreign minister said on Saturday she was open to rare discussions with her North Korean counterpart at a security forum in the Philippines in a bid to rein in Pyongyang's nuclear weapons programme.

North Korea's foreign minister is also attending the meetings, but a state department officials said Tillerson has no plans to meet with him.

China, North Korea's only global ally and a veto-wielding member of the UN Security Council, voted in favour of the resolution after negotiations with the USA that Ms Haley said were "tough".

The statement came after Pyongyang's recent testing of intercontinental ballistic missiles on July 4 and July 28, and previous ballistic missile launches and two nuclear tests in 2016.

The US-drafted resolution prohibits North Korean exports of coal, iron, iron ore, lead, lead ore, and seafood, also banning increasing the current numbers of North Korean laborers working overseas, new joint ventures with Pyongyang, and new investment in joint ventures.

United States envoy to the UN Nikki Haley earlier said North Korea was facing "the most stringent set of sanctions on any country in a generation".

About a week ago, a pair of supersonic B-1B Lancer bombers joined by Japanese and South Korean military planes flew over the Korean Peninsula, and following the latest North Korean missile launch, the US and South Korea conducted live-fire drills. China is central to this drive and is the focus of other administration efforts - and some frustration, mostly displayed in tweets by President Donald Trump.

ASEAN countries have argued that is hard since its members do not have substantive ties with North Korea.

Altogether, 27 nations are sending representatives to the Asean Regional Forum.

Still, the Chinese delegation held a one-on-one meeting with North Korea, noting it was "normal" because "North Korea is China's neighbor".

The envoys said they "took note of the concerns expressed by some ministers on the land reclamations and activities in the area, which have eroded trust and confidence, increased tensions and may undermine peace, security and stability in the region".
