Governor Rauner to Talk Education Funding in Rockford Monday

According to Rauner's website, the numbers provided come from accounting for Chicago Public School's tier funding, new pension pick-up in the current fiscal year, and the elimination of the Chicago Block Grant.

The St. Louis Post-Dispatch reports that it also includes a provision aimed at forcing Governor Rauner's approval of an altered funding formula which he says unfairly pushes extra money to the nation's third-largest school district in Chicago. Rauner says this marks a historic change that will, over time, fix education inequity in IL.

Rauner says that he plans to veto that newly devised school funding method and that could jeopardize the start of school.

The governor, flanked by several Republican lawmakers from central IL, announced his intent during a news conference at the Mount Zion Junior High School library, adding he could not fully support the Evidence-Based Funding for Student Success Act, the public school funding bill also known as SB1, as it now stands.

No matter what, something must be done to move IL to an evidence-based model of funding like the intent of SB 1, otherwise no state aid will be disbursed to schools - rendering many unable to open in the fall.

Rauner said he intends to use his veto to amend parts of the bill that address CPS pensions.

On Thursday, July 20th, the same day that Chicago public school principals expect to receive their budgets for the upcoming school year, the Grassroots Education Movement and Chicago Teachers Union (CTU) will sponsor a two-hour bus tour of Chicago public schools hurt by CPS' disastrous funding shortfall. "Chicago will not get the money, Decatur is going to get the money". That means each district would get money depending on the needs of students. $1.6 million per year.

Emanuel has said Chicago schools will open September 5 as scheduled - regardless of what Rauner does.

The school finding plan, known as Senate Bill 1, is a historic measure. Melinda Bush, D-Grayslake. In a written response to the governor's plan for an amendatory veto, CPS calls it illegal and a stunt.
