Moon's proposal was laid out during his speech on July 6 in Berlin, where he proposed other engagement overtures toward North Korea, such as holding reunions of families separated by the war on October 4 and the invitation of North Korean delegates to the 2018 Winter Olympics in PyeongChang. Vice Defense Minister Suh Choo-suk said in a statement at the defense ministry that South Korea proposed to the DPRK for holding talks of the military authorities on Friday at Tongilgak, a building in the DPRK side of the truce village of Panmunjom.

After the North announced the successful launch of an intercontinental ballistic missile on July 4, Harris said it is getting "closer to being able to deliver a nuclear-equipped missile" to the US mainland.

The last inter-Korean governmental talks were held in 2015.

If the talks are held, loudspeaker broadcasts, leafleting and South Korea-U.S. drills are expected to top the agenda.
