House Democrats on Thursday introduced identical legislation to what was already passed by the Senate.

Most recently, the Senate voted 97-2 to pass a measure that would tighten sanctions on Russian Federation, and would prevent the White House from unilaterally easing or removing sanctions imposed earlier by the Obama administration.

However, there was no sign of support from Trump's fellow Republicans, who control majorities in both the House and the Senate and control what legislation comes up for a vote.

"No deal has been reached, but talks have been productive and will continue", said AshLee Strong, a spokeswoman for House Speaker Paul Ryan.

He said he expected the House to make changes that would not affect the bill's overall character and to address issues that have anxious energy companies, such as a provision that oil firms said could block them out of global exploration projects if Russian firms were also involved. Democrats and some Republicans who backed the bill scoffed, saying the problem could have been quickly remedied.

House Foreign Affairs Chairman Ed Royce of California told CNN that the North Korea addition was one of several options still under consideration as House Republican leaders consider how to deal with the Senate's Russian Federation sanctions bill. Whether the House ever actually makes such a move, however, remains to be seen.

But the Senate's tweak also changed a provision allowing any House member to force a vote on a resolution to disapprove of easing sanctions, raising new objections from House Democrats.

"I don't believe that having the president's party in a position to protect him from any oversight is good policy for our country", Hoyer told reporters.

Last month, the Senate had to pass a new version of the Russian Federation sanctions bill to address a "blue slip" constitutional problem that means bills generating revenue must originate in the House.
