New Draft of Senate Health Bill Is Released as Budget Score Looms


Now, facing an enormous challenge in the Senate on health care, Trump and his team are opting for a hands-off approach on legislation to dismantle the "Obamacare" law, instead putting their faith in Senate Majority Leader Mitch McConnell to deliver a legacy-defining victory.

The bill would cut and redesign the Medicaid program for low-income and disabled people, and erase taxes on higher earners and the medical industry that helped pay for the roughly 20 million Americans covered by Obama's law.

"Medicaid has been a real victor for states", said Joe Antos, a scholar at the American Enterprise Institute, a conservative think tank.

Senate Republicans skeptical about a GOP health overhaul bill are expressing some doubt about holding a vote on the measure this week.

"No amount of 11th hour reality-denying or buck-passing by Democrats is going to change the fact that more Americans are going to get hurt unless we do something", he said. And polls indicate that recipients like Medicaid more than private coverage, even with the difficulties finding doctors who take Medicaid, because the program provides them with better financial protection.

Johnson is among four conservatives and a moderate who said they don't back the measure but haven't ruled out supporting it if it's changed.

The bill also would reduce or eliminate subsidies for millions of Americans on the exchange, subsidies that allow them to have insurance, stay healthy and keep working. We have no public hospitals but rather the costs of uncompensated care are baked into the rates set by the Health Services Cost Regulatory Commission.

"Health care is a very, very tough thing to get", Trump acknowledged in an interview on Fox and Friends airing Sunday morning.

Among those that attended the Koch brothers' event in Colorado over the weekend was Republican Mark Meadows from North Carolina, who was instrumental in shaping the House version of the bill into a more conservative product.

Senate leaders want to hold a vote on the bill before the July 4 recess that starts at the end of this week.

The nonpartisan Congressional Budget Office has yet to score the Senate bill, but it is broadly similar to the House bill, which the CBO predicted would cause 23 million Americans to lose health insurance over the next decade. But the Affordable Care Act also expanded Medicaid.

The center's analysis said the funding formula in the GOP bill would reward states that spend less on Medicaid per person than the national average. John McCain, both Republicans, said Thursday that they planned to study the Senate bill before making a decision. The bill can't survive with more than two Republican "no" votes. For one thing, the Senate bill is created to buy a skimpier plan than the Affordable Care Act's credit scheme does ― specifically, a plan that pays only 58 percent of the typical person's medical expenses (roughly equivalent to a "bronze" plan in today's system) rather than one that pays 70 percent of the typical person's medical expenses (a "silver" plan in today's system).

Trump said that each of the lawmakers would have a chance to negotiate a better deal.
