They were dubbed a "lifeline" in helping to get people out of their flats even as fire alarms and sprinklers failed to work in the west London block, the daily reported.

Witnesses told how residents in the upper floors used their mobile phone torches to attract attention, before they disappeared from view, their screams of help falling silent.

The fire broke out in the 1970s-built, 24-story structure Tuesday night.

The Metropolitan Police said two people were being treated at the scene for smoke inhalation and cordons were in place.

Firefighters rescued 65 people from the building. The tower is owned by the local government in the borough of Kensington and Chelsea.

An investigation into the cause of the blaze, the worst in the British capital in a generation, was underway.

May moved quickly to establish exactly what caused the fire - and why it moved so quickly, engulfing the building that housed as many as 600 people in less than an hour.

Harley Facades, which fitted the panels, told the BBC: "At this time, we are not aware of any link between the fire and the exterior cladding to the tower".

Authorities say the death toll is expected to rise as emergency workers sift through more of the wreckage on Thursday.
