Trump believes climate is changing, says Nikki Haley

Dozens of states last week said they would forge ahead with their climate policies and their aim to reduce greenhouse gas emissions in response to the president's move.

Secretary of State Rex Tillerson insisted Monday that President Trump was "not walking away" from taking action to address climate change - even though the commander-in-chief just four days earlier withdrew the US from the landmark Paris Climate Accord.

Trump's decision prompted Italy, France and Germany to immediately issue a joint statement stressing that the current deal - a "cornerstone in the cooperation between our countries" - can not be renegotiated.

Trump "knows that it's changing and that the USA has to be responsible for it and that's what we're going to do", Haley said.

Pittsburgh Mayor Bill Peduto promptly replied, "Pittsburgh stands with the world and will follow Paris agreement". He said participating in the pact would undermine the USA economy, wipe out jobs, weaken national sovereignty and put his country at a permanent disadvantage.

But there was a silver lining to Trump's decision.

She said the U.K.'s national threat level remained at severe on Monday, which "means that a terrorist attack is highly likely". May said the victims included a "number of nationalities", saying it was "an attack on the free world".

When he made the announcement, Mr Trump said the deal would hurt the United States economy. That means if another candidate manages to defeat him in the 2020 presidential election, the ultimate decision of whether or not to pull out will fall to that individual.

The US becomes one of only three countries outside its framework.

In the meantime, he said in his speech, and a senior White House adviser confirmed, he will ignore President Barack Obama's promises under the agreement.

The president provoked widespread condemnation when he announced the USA would withdraw from the Paris climate change agreement.

"In the US, it is local and state governments, along with businesses, that are primarily responsible for the dramatic decrease in greenhouse gas emissions in recent years", the letter reads.

U.S. emissions had been declining in recent years, but that will stop - according to an analysis by the Rhodium Group, they'll hold steady around 14 percent below 2005 levels, a far cry from the reduction of at least 26 percent Obama promised.

The White House was reportedly considering more drastic options for U.S. withdrawal that would have been faster but even more damaging to USA involvement in global climate efforts.

"Mayors, governors, and business leaders from both political parties are signing onto a statement of support that we will submit to the United Nations - and together, we will reach the emission reduction goals that the USA made in Paris in 2015", he wrote.

United States think tank Climate Interactive predicts that if all nations fully achieve their Paris pledges, the average global surface temperature rise by 2100 will be 3.3C, or 3.6C without the US. And in doing so, Trump has given voters the opportunity to speak out on climate change in a way they rarely have.

Bloomberg, a billionaire climate advocate, also met with French President Emmanuel Macron on Friday to tell him the American people intend to uphold the pact.

The letter was coordinated by a group of organizations including "The B Team", co-founded by Virgin's Richard Branson, and Michael Bloomberg's Bloomberg Philanthropies, which has already promised $15 million to fund climate change efforts at the United Nations. "The Paris agreement is here to stay and the 29 articles of the Paris agreement are not to be renegotiated", he said Friday.
