The national health authority said 18 people remained in a critical condition.

Butt featured in a Channel 4 documentary past year about Islamist extremists with links to the jailed preacher Anjem Choudary.

Transport for London (TfL) confirmed that Butt worked for London Underground for just under six months as a trainee customer services assistant, leaving in October a year ago.

At around 1.30am on Tuesday counter-terror officers raided a property in Ilford, east London.

A London mosque said Butt "infrequently" attended prayers there but was asked to leave after an incident a few years ago where he interrupted a Friday sermon, according to a statement from Jabir bin Zayd Islamic Centre.

The Metropolitan Police said Butt "was known to the police and MI5" but there was no intelligence to suggest the attack was being planned. The probe continued but was moved into "the lower echelons of investigations".

He said: 'At any one time MI5 and police are conducting around 500 active investigations, involving 3,000 subjects of interest.

"People are going to look at the front pages today and they are going to say, 'How on earth could we have let this guy or possibly more through the net?"

The first fatal victim was reportedly identified as Canadian national Christine Archibald. Identification is pending for most of the dead. Seven people were killed and dozens wounded.
