Inside the NDP-Green governing agreement

Speaking at the Premier's Vancouver office, Christy Clark announced that, despite the odds, she will follow constitutional convention and move forward with testing the B.C. Legislature very shortly to see if she can retain her position as the Premier of British Columbia.

Even without the support of three B.C. Green Party MLAs, who announced Monday they will support the NDP, I expect Clark will convene the legislature in what amounts to a game of Who Wants Another Election?

Clark's Liberals won 43 seats in the May 9 election, but together the Greens and NDP have 44.

Clark held her press conference today at precisely the same time the NDP and Greens were briefing reporters about the details of their agreement to provide a stable minority government over the next four years.

The agreement would allow the second place NDP to form a minority government with the support of the Green party.

NDP and Green MLAs met at the B.C. legislature Tuesday to sign the agreement, to be forwarded with a letter to Lt. Governor Judith Guichon this week asking for consideration of their status to govern.

They will complain, of course, that the NDP and the Greens are going to drive business out of the province.

"This is an exciting day for our customers for communities and for the many individuals who are relying on this project to deliver jobs and economic benefits to their communities", Anderson said in the statement, which didn't acknowledge the political challenges that could be ahead. But work on the project will not be halted while that happens, Horgan said.

"British Columbians have been waiting 16 long years for solutions to so many problems, and we want to help".

The bill does not provide short-term relief for school districts that name pensions costs as the largest strains on their budgets. Two of the plans would by hybrid plans offering partial defined-benefits, such as those in the existing pension plan.

"As the incumbent government, and the party with the most seats in the legislature, we have a responsibility to carefully consider our next steps".

"Should the government fail the test of confidence in the house, as seems likely, I would be given the job of leader of the Opposition", she said.

- Legislation would be introduced in the first sitting of the legislature to ban corporate and union donations and contributions from non-residents of British Columbia to the province's political parties, as well as placing limits on individual contributions and conduct a review of campaign finance and the Elections Act.

However, exactly what the parties have agreed to, beyond the Greens supporting the NDP on confidence and budget bills for the next four years, remains unclear. "I think the people of BC are going to get very good value out of their Legislature".

The Green platform promised to overhaul B.C.'s electoral system without a referendum, but Wednesday's deal will put the matter to voters in a November 2018 referendum timed to coincide with municipal elections. Weaver said that although he saw commonalities with the Liberals, he felt that that the Green's values were more in line with the NDP.

The last minority government in B.C. was formed when W.A.C. Bennett and his Social Credit Party won 19 seats in 1952.
