Pennsylvania man arrested after 22-month-old found locked inside cage

State police, along with someone from Schuylkill County Children and Youth Services, were answering a welfare check call Wednesday afternoon, The Morning Call reported.

Their father Cecil Eugene Kutz, 39, was arrested on Wednesday after police went to the home in Pottsville, Pennsylvania after receiving a tip.

Inside the house, they found a 22 month-old boy in a make-shift crate made out of plywood and lattice, that was locked from the outside.

Pennsylvania state troopers arrested a man after they found his son locked in a wooden cage, and left home alone with his two younger siblings, including a newborn.

Troopers found a 22-month-old child locked in a cage so small that the toddler couldn't stand up inside. There is no good reason. Robin said that "put up a red flag".

Troopers say there was no baby formula inside the home and it looked as if the baby girl had not been fed.

Kutz, who would not tell police where he was when the children were home alone, said he used the cage as a makeshift crib to keep the toddler safe at night because he would crawl all over the place, according to Robin. God knows how long they were alone before that. "You hear about it but it's very shocking", said Kathy Condash.

Officials say the newborn was taken to a hospital for evaluation. They say the two boys seemed to be in good health. "I hope he gets what he gets".
