Negron allegedly stole the vehicle he was driving and then rammed a cop after a chase, and then was shot. The teenager was shot and killed at the scene.

Officers also left the teen's body uncovered in the street for hours after he allegedly rammed a cop with his "stolen" auto after a chase and then was shot, according to Daily Mail.

Bridgeport and state police officials declined to comment Tuesday. The camera pans away briefly, and when it returns to Negron, his head has turned to face the other direction.

CBS News reports that an autopsy shows that Negron died of a gunshot wound to the chest, not the head.

Giovanni Rivera, 24, apparently the cousin of the victim, posted the video - which police admit to have seen - to Twitter and Instagram.

According to the Guardian, the Bridgeport Police Department confirmed that Negron hit officer James Boulay with a stolen vehicle before officer Bouley shot at him. His friend, Julian Fyffe, who was travelling with him, was also shot but he survived.

In their defense, the police said they left the boy's handcuffed body in the street for several hours for "evidence gathering reasons". He said a forensic official later told him he could have covered the body with a sheet.

James Boulay has been identified by police as the officer who was struck by Negron's vehicle, and the one who fired the fatal shots.

"Their behavior was outside the realms of human decency and democracy".

Boulay is now on administrative leave while an investigation on the death takes place. Boulay has no prior disciplinary record with the department. Police say the auto was stolen. "Rookie. The guy flipped out and laid 3 bullets into jayson and Julian when no one was at risk".
