How lawmakers get health care

Childless Americans pay taxes for schools so children are educated. Some 20 Republican senators are in states that chose to expand Medicaid under Obamacare. The AHCA also repeals several smaller taxes that are used to fund the ACA.

The AHCA has set aside $123 billion for states that choose to establish a risk-sharing program, with an additional $15 billion that can go toward maternity coverage, newborn care, mental health and substance abuse. They just want to quibble over whether 10 million poor people should be tossed out of the program by 2026 or if it would be more humane to toss out 9 million poor people by 2028.

Under the Republican plan, that ratio changes to 5:1. The GOP health care bill, according to published reports, doesn't eliminate that requirement outright, but allows states to let insurers charge people more based on health status, something critics of the bill have said could drive sick people out of the market. They traffic in the bad myth that health care would be available to everyone if they'd just work hard enough.

Casey agreed federal leaders can make health care more affordable and more competitive, but he felt those changes should come as amendments to the current law.
