Labor education spokeswoman, Tanya Plibersek, has grilled Malcolm Turnbull in question time over the letter and warned that the government's new school funding estimator can't be trusted.

Mr Gonski's inquiry will be focused not on how much funding there is, but how it is used through the most effective teaching and learning strategies to reverse declining results and raise the performance of schools and students.

Sky News understands Tony Abbott and Kevin Andrews were the only MPs to speak against the plan.

In the ACT, 29 systemic Catholic schools would now have their funding trimmed 1.8 per cent, he said.

He said the policy will leave Mid North Coast schools millions of dollars worse off and is no substitute for honouring the original six year Gonski agreements in full.

Funding for public schools will grow by 94 per cent, or $6.4 billion, over the decade while Catholic and private school funding will rise by 62 per cent or $6.7 billion.

Flagging recently announced reforms to education funding, Morrison said the Federal Government would continue to invest "record amounts" in education in line with the needs-based Gonski funding model.

The Budget, which was revealed Tuesday evening 9 May, showed that funding for non-government schools will increase by three per cent in 2017-18 and by 6.8 per cent in government schools. "We're also very concerned about some of our rural and remote schools and those in communities that are already struggling. Those parents aren't suddenly going to be able to find more money to keep their child in a Catholic school".

The letter said federal figures also didn't take into account increases in teachers salaries or the cost growth over the next decade.

The NSW Minister said he was getting fresh legal advice on what options NSW had to challenge Gonski 2.0.

"I think Australian education has been built on choice", she said. But our school is not one that is now over-funded.

"The Go8 urges the [Senate] committee to please look closely at what has occurred as we, along with the banks, are made to suffer financially, and unlike the banks, universities have no way to claw back the financial damage", said Group of Eight CEO Vicki Thomson.

The government at this stage is refusing to identify which schools will have their funding cut.

"They insisted that every Australian child, whatever their religious or institutional affiliation, should be given the best educational opportunities".

"The government is prioritising government schools over non-government schools".

But federal Education Minister Simon Birmingham accused the Victorian Government of waging a "scare campaign" against the new funding model, noting the state government had not committed to the final year of Gonski.
